The Two-Tier System
Martyn's Law categorizes venues into two tiers based on capacity:
Standard Tier (100–799 persons)
Venues in this tier will be required to undertake simple, low-cost activities such as staff training and the creation of a preparedness plan.
Enhanced Tier (800+ persons)
Larger venues must perform detailed risk assessments and implement tangible security measures, including physical infrastructure and high-level response protocols.
